On July 19, a tragic incident unfolded in Halong Bay when a tourist boat capsized near Dau Go Cave during a sudden, violent thunderstorm. Our hearts go out to the victims and their families during this time of immense grief. We are also thinking of the entire Halong Bay community, as well as the authorities and first responders who acted with remarkable speed and care.
This heartbreaking event has sent ripples through communities across Vietnam. It is a stark reminder of nature’s unpredictability and the unwavering importance of safety and vigilance on the water.
What We Know
Official reports confirm that the boat was conducting a sightseeing excursion when it was caught in an intense weather system that developed rapidly—hail, powerful winds, and heavy rain descended with little warning. Within minutes, the boat capsized. Despite the extreme conditions and poor visibility, a rescue vessel reached the site within 10 minutes after receiving and began emergency recovery efforts.
The response was immediate and deeply coordinated. Units from the Vietnamese Navy, border guards, police, and professional divers mobilized rapidly. Their determination and teamwork allowed for the recovery of survivors and the continuation of search operations through the night and into the following day.
While tropical weather systems are part of the region’s seasonal rhythm, the sudden severity of this storm was not predicted—a reminder that rare, fast-developing phenomena can still occur during this time of year.

Temporary Suspension of Cruise Operations
As of July 20, in response to the incident and the arrival of Tropical Storm Wifa, local authorities have suspended all cruise operations in Halong Bay. Additionally, on July 21, boat activities in Ninh Binh were also halted due to worsening weather conditions.
These suspensions will remain in place until further notice, as authorities continue monitoring the situation and reviewing safety protocols.
