The Vietnamese Ministry of Health has clarified the implementation of Decree 165/2026/NĐ-CP, effective from 1 July 2026.
Health declarations will not be mandatory for travelers entering, exiting, or transiting Vietnam. They will only be required if the Minister of Health introduces specific measures in response to an infectious disease outbreak or another public health emergency.
What happens at the border
From 1 July 2026, travelers will not be required to complete a health declaration when entering, exiting or transiting Vietnam.
Airports will instead continue to carry out routine health screening using thermal scanners. If a traveler shows signs of illness or abnormal symptoms, they may be referred to the airport’s medical unit for further assessment.
Should the Ministry of Health introduce temporary disease control measures in the future, travelers can be required to complete a health declaration.

Travelers entering, exiting, or transiting Vietnam do not need to complete a routine health declaration.
